The Political Environment of the Media Market in Montenegro 2024

While no major elections were held at the national level, several local elections contributed to a visible increase in media spending by political players.

Online media continued to grow in influence, but regulatory oversight and accountability mechanisms lagged—leaving space for misinformation and political influence over digital content.

The media sector remained politically polarized, with most major outlets clearly aligned with either pro-government or opposition political forces. While significant legislative steps were taken in 2024 to reform media laws in Montenegro, the full implementation and enforcement of these provisions are ongoing and have not yet been fully realized in 2025.
